How Does Home-Based Learning Work?

Home-Based Learning is the practice of educating your child at home rather than in a school. These days, the homeschooling movement in Canada is on the rise, with more and more people accepting it as a viable option for educating their children. It is a Universal Human Right. The General Assembly of the United Nations adopted “The Universal Declaration of Human Rights” on December 10, 1948. Article 26: Right to Education states in Part 3, “Parents have a prior right to choose the kind of education given to their children.”

Ontario homeschoolers are asked to submit a yearly letter of intent to their local school board. There is no requirement or involvement from the government. In general, the parent at home becomes the teacher, and the student does not attend a day school. When students leave the school system to begin homeschooling, home educators are required to submit a letter of intent to their local school board indicating that the child will be homeschooled each year. The school board may investigate the student’s learning to ensure they receive a satisfactory education at home. Please refer to Policy/Program Memorandum No. 131 for complete information about homeschooling in Ontario. If you are located outside of Ontario, refer to the homeschooling laws and regulations in your jurisdiction.

Administrative Processes for Home-Based Learning
  • A student of compulsory school age may be excused from attendance at school if receiving satisfactory instruction at home or elsewhere.
  • Parents must complete the “Notification of Intent to Provide Home Schooling” Form and send the completed, signed form to the appropriate Supervisory Officer  Information of their local school board.
  • Parents should give notification each year in writing (i.e., completing and submitting another Notification of Intent to Provide Home Schooling” Form prior to September 1st to the school board in whose jurisdiction their child last attended school.  
  • Notify the Board of a change in the address information.
  • The following minimal expectations pertaining to satisfactory instruction
    • Develop a plan that identifies timelines for instruction and assesses the child(ren)’s achievement.
    • Develop a plan which ensures instruction of literacy and numeracy components at the developmentally appropriate levels
  • The superintendent of education will acknowledge, in writing, the request for homeschooling with appropriate reference to the legislation.
  • The principal will:
    •    retire the student from the school register with the explanation: “homeschooling”, effective as of the date of the letter of acknowledgment from the superintendent of schools,
    • attach homeschooling information to the school enrolment binder. 
    • Ensure the Ontario Student Record is maintained at the last school attended and contains the information
